Follow-up Comment #1:
The system was failing to save the new coordinates of the menu when it was
dragged off screen. I fixed this in CVS by causing the window dragging code
to generate an NSWindowDidMoveNotification at the end of the dragging
operation (the NSMenu code sees the notification and updates the saved menu
location).
