It's failing because the utility 'rebase' is not on your computer. I
had thought this was a standard part of Cygwin, but perhaps it's not.
An easy fix for this is to download and install the rebase package
from cygwin.com. I'll try to put a check into GNUstep to make sure it
exists before using it.
