Follow-up Comment #1:

this was more generic and had nothing to do with the toolbar being outside of
the _wv, or toolbars at all really

if dragging went into a view that was registered for any dragged types (not
in the actual dragged types), the super view would not any of the dragging
messages called.

if a sub view wants to disallow dragging for a dragged type a super view has
registered for, it needs to register for it and return NSDragOperationNone
now.
