I can't access the bug in savannah, anyway try again with the current gnustep-make.
Thanks PS: The 'base.make' not found is a valid warning, because you didn't run ./configure before installing, so make complains and then runs ./configure for you. The other one, about PATH, is certainly a spurious warning as you say.
