It's really a little strange how this bug shows itself. The only place that
I actually notice it is in GWorkspace's Dock. If I'm mousing over the dock,
the first time I come up on it the Tool Tip appears, if I move the mouse to
the icon (docked app) above the Tool Tip for that icon will not come up,
however, if I move the mouse to the icon below the Tool Tip will show.
I'm using GNUstep-base 1.14 and -gui 0.12. I figured the bug was in AppKit,
but I can only test it in GWorkspace as I don't know of any other app that
sets views this way. And let me know if this needs further explanation.
