Follow-up Comment #5:
Could you please re-run your application on that window manager with the
parameter --GNU-Debug=Offset and report back the results? And after you run
the first GNUstep program could you also report the result of
xprop -root _GNUSTEP_FRAME_OFFSETS
I f you don't get any exta output for the application call you may remove the
stored values via
xprop -root -remove _GNUSTEP_FRAME_OFFSETS
