Follow-up Comment #2, bug #22230 (project gnustep):
I believe that this might have been due to an inconsistent build. I cleaned
the system and built again and it works properly now. I will do some more
testing to make sure, but I think it was a false alarm.
At any rate, my window manager is WindowMaker 0.91 and the default mentioned
is not set.
