Same here, I also recompiled all of GNUstep on MS Windows today and it
worked.
What I noticed is that the results you are getting aren't consistent with
executing INSTALL in gui, it rather looks like executing ANNOUCE. Could you
please do a "ls -l" in the gui directory and report back the results?
