Follow-up Comment #1, bug #25482 (project gnustep):
Are you using gdb? For some reason windows get sorted in reverse then.
Otherwise it could be caused by my parent window patch. This gets only used
by popup buttons. You could disable the code for this on windows and test
again.
For me GNUstep on Windows is currently broken, but this is a separate issue.
Otherwise I would test myself.
