Is this a new installation or you install gnustep-base-1.18.0 above the gnustep-base 1.16.0 ?. If this is your case, is better uninstall previous gnustep libraries. In other-hand, I recommended you install GNUstep with gnustep-startup-0.22.0 an easy package to install GNUstep.
