It's possible that recent releases of cygwin don't need the JPEG hack, so you can try removing that. Perhaps you can go to
core/gui/Source/NSBitmapImageRep+JPEG.m and remove the __CYGWIN__ define near the top of the file and try to re install. Cygwin is not well supported with GNUstep, so there might be other problems.
