Follow-up Comment #2:
Part of the issue here is that the "Windows Classic" theme under Windows XP,
unlike all of the other themes which come with Windows (including the Default)
does NOT use UXTHEME.DLL.
This means that the widget rendering in that mode CAN'T use UXTHEME.DLL to
get information about the current theme since it's not being used.
