Do not use gnustep-startup. It is just the collection of gnustep-make
gnustep-base gnustep-gui gnustep-backend
but, sad to say, it has not been updated as its components are updated.
Just install, in this order: gnustep-make gnustep-base gnustep-gui
gnustep-backend
from http://ftpmain.gnustep.org/pub/gnustep/core

Whether you have additional problems or not, I don't know.
