No, The latest fr file can be found at 
http://leorockway.com.ar/icecat/GNU_IceCat-3.5.1.fr.langpack.xpi

The one linked at the wiki is a hack from of the xpi Firefox v3.5.2 because at 
that point I couldn't find the xpi for 3.5.1. Since then the script has been 
modified (mostly with suggestions from Tomasz Chrzczonowicz) and will 
continue being modified.
I'm going to start appending a version number to the script and to the xpi 
files generated from the script so people don't get confused (again, this is 
Tomasz idea). At first I didn't think this was going to be necessary because 
I thought the script was complete, but now I realize there are still many 
things to improve.

When I get home tonight I'll change the links in the gNS' wiki to point to the 
correct xpi files.
