Indeed, it's incompatible as both licenses require derivatives to be under the same license. It's a bit silly to use CC for software as it was not intended for that, but it's their choice.
EIther way, CC-BY-SA though GPL incompatible is however fully free and respects all four freedoms so there is no reason it cannot be included or distributed together - provided it's code is kept under it's own license.
