This is the content of the tools/performance/startup/open10Windows.html
file:

<html>
<body onload='for(var
i=0;i<10;i++){window.open("chrome://navigator/content/quit.html");};window.close()')>
</body>
</html>

I fail to see anything evil there.

Evidently it is a problem in the anti-virus program; unfortunately we
can't access its code to try to fix it.

Cheers,
Giuseppe
