you have downloaded the source tarball, you need to build icecat in order to get it.
Alternatively you can use the Ubuntu packages from here: https://launchpad.net/~gnuzilla-team/+archive/ppa/+packages and most important, please don't spread your doubts to dozen of mailing lists, just use the right one.
