I cannot see this page in IceCat 38.3.0 with all add-ons disabled

This is the official link to Net iD, a eID software that reverse
engineer so we can make it free. I've already talked with some
interested developers that working on a free eID software, they need
this page to work. Please make it visible!
I'm suprised that it is not working at all, what is wrong and why are
certain pages blocked in IceCat at all?
