I had to follow the advice from JC to circumvent the boot crash bug:
"I know gfx.direct2d.disabled was still set to false by default on the trisquel
jenkins release of IceCat 38.4.0 for Windows, causing it to crash on new
installations."
Usual fix:
Command Prompt
cd \place\icecat\is\extracted\
icecat --safe-mode
type about:config into address bar
search for gfx.direct2d.disabled
set to true
