I just found out that the language packs are not intended for mobile variants of Firefox and IceCat; Apparently the language packs are built into Firefox for Android, but not in IceCat for Android:

Firefox via F-Droid.org: Settings -> Language: Any languages works

icecatmobile-38.5.2.en-US.android-arm.apk <https://ftp.gnu.org/gnu/icecat/38.5.2/icecatmobile-38.5.2.en-US.android-arm.apk>: Settings -> Language: The languages are listed and they can be changed to, but none of them works, the English language pack is used as fallback
