FYI, the IceCat package in GNU Guix is built with WebRTC support
enabled. Guix also has IceCat version 60.8.0, which means that it's not
vulnerable to the security flaws announced by Mozilla a month ago, here:

  https://www.mozilla.org/en-US/security/advisories/mfsa2019-22/

The security flaws fixed in 60.8.0 include critical memory safety bugs
that in Mozilla's estimation "could be exploited to run arbitrary code."
(quoting from the Mozilla security advisory cited above)
