You typed this:
zcat /usr/share/man/man3/exit.3.gz groff -mandoc -Thtml

The command you shared errored out for me. I got this to work:
zcat /usr/share/man/man3/exit.3.gz | groff -mandoc -Thtml > exit.3.html

On a downside, I do not see a PNG file and do not believe that is normal output.

What does this command return?
ls -l /usr/share/man/man3/exit.3.gz
