I can see the same problem on the groff installed on my Arch Linux
system and by recompiling groff 1.22.3 from the official tarball.

Indeed, there is no problem on the latest version from the git repo.

I was preparing a new release now, but still have some technical
problems (In theory I have all the necessary rights but I still can't
upload packages on GNU's ftp sites).

You can build the up-to-date version of groff with:

  git clone https://git.savannah.gnu.org/git/groff.git
  cd groff
  ./bootstrap
  mkdir build
  cd build
  ../configure
  make -j
  make install
