Afraid I can't duplicate this in 1.22.3.rc1.
[derij@pip build (master)]$ ./test-groff -Tpdf
~/gropdf/testing/bug-52525/test.trf >/dev/null
this is the t-block
[derij@pip build (master)]$ ./test-groff -Tpdf
~/gropdf/testing/bug-52525/test.trf -P-v
this is the t-block
GNU gropdf (groff) version 1.22.3.rc1
[derij@pip build (master)]$ cat ~/gropdf/testing/bug-52525/test.trf
