Details:
In the table documenting the various .cflags values, each value through 64
specifies which characters (even if it is none) initially have this flag set.
The subsequent three values (128, 256, and 512) say nothing about initial
characters.
If my reading of src/roff/troff/input.cpp is correct, no characters initially
have any of these three bits set by default. The attached patch adds
sentences to the documentation so stating.
