Split off from bug #60604.
In commit f61c6ca5b84b488cbd324f2d23285fff1d807f04 a facility to do a dry run
search was added to BuildFoundries.pl, which could be used. See bug #56748.
Relatedly:
* See if this means we no longer need to document Ghostscript as a
prerequisite for PDF output (if we use gs outside of the HTML driver only to
locate the URW fonts in the configure script, then this will be true).
* See if this means we can drop our dependency on awk, simplifying some m4sh
and autoconf shenanigans.
