Details:
I propose grabbing the heretofore unoccupied (in _output_ drivers) `-C` option
for suppression of "CreationDate" and related comments in output file
formats.
grodvi(1) does not already use this. grotty(1) likely never will.
But grohtml(1), gropdf(1), and grops(1) could have use for it today.
Initially I'll implement this for grohtml since that's what I'm working on
right now.
