Details:

In bug #61089, John Gardner and I had the following exchange.

> Basically, print as many characters as you can fit up until the next break
opportunity (which could be whitespace or a hyphenation opportunity, depending
on hyphenation settings).

I will take this issue to the groff@ list for discussion.
