[mdoc] Support `Mdocdate' CVS keyword substitution.
This fixes Savannah bug #42968.
This feature is used for OpenBSD manuals.
* tmac/doc-common (Dd): Handle `$Mdocdate:' argument.
* tmac/groff_mdoc.man: Document it.
