This sounds like it was a bug in Texinfo that got fixed eventually.
These days, clicking the link in comment #0 takes me to an expanded table of
contents page, which is closely analogous to what the command "info groff"
brings up. The main difference is that the table of contents is not
recursively expanded in the latter.
I don't think our Texinfo manual changed, and if that's true, we didn't fix
it.
Setting status to 'invalid'.
