Fix various minor markup issues.
* contrib/groffer/groffer.1.man: remove many empty paragraphs,
and fix a few other minor markup issues
* man/groff_diff.7.man: remove two stray .RE macros
Three of these were reported by Bjarni Ingi Gislason
in https://savannah.gnu.org/bugs/?55341
and i found the rest with mandoc -Tlint.
