I also attempted a build after doing a normal out-of-tree build and then, for
every executable in the build tree, making a file in /usr/local/bin of the
same name that was a copy of /bin/false, then cleaning and rebuilding, which
should have caused the build to fail if recourse was ever made to a "partial"
groff installation as Werner described in
https://lists.gnu.org/archive/html/bug-groff/2022-07/msg00115.html .
But doing that didn't break my build either.
