Making this is a 1.23 release goal since people keep tripping over it.
_gropdf_ didn't get any worse since 1.22.4 (quite the contrary).
What I think has happened is that my introduction of the groff-man-pages.pdf
artifact (with all fonts embedded) has exposed the sensitivity of the previous
approach to file system layout issues.
Between:
1. Increased determinism in URW font directory location;
2. Improved documentation of the _gropdf_ Foundry and download files;
3. Improved diagnostic messages in _gropdf_ itself; and
4. What Deri has in the works for to resolve this ticket,
I think we'll have a substantially improved _gropdf_ font handling story for
groff 1.23.
