It should be:-
if gs or urw
run basic check
if urw

end
The reason is that URW fonts on their own are sufficient to populate both the
default and U- foundries. Ghostscript on its own will only populate the
default foundry. The difference is because ghostscript does not supply the afm
files so unable to run afmtodit.
