Excuse me, I should have said "working copy", not "repo".
I don't see a problem with gnulib not being "in our repo"; it's not supposed
to be. That's what we have a submodule for.
Bootstrapping is a prerequisite for running "update-copyright", and anyone
whose business it is to run that script can be expected to either know that or
at least have a bootstrapped tree...
