Reported by Doug McIlroy
(http://lists.gnu.org/r/bug-groff/2020-03/msg00002.html).

$ cat test
.EQ
define f % $1 %
f("a,b")
.EN
$ eqn test > /dev/null
eqn:test:3: error: newline before end of quoted text

Quoth Doug, "This violates a cardinal rule that dates from the original eqn
man page: `Strings enclosed in double quotes " " are passed through
untouched.'"
