Revisiting after almost 2 years...
I don't think it's within *roff's design to cope with this. But the user
can.
In AT&T *roff you could bracket the formatting of a negative register value
with character translations to do the needful. You could also store the
register interpolation in a string first (keeping in mind that character
translation doesn't happen until _formatting_, which a string definition
isn't).
