In a nutshell: instead of requiring the groff project to maintain data for
mdoc strings for all distros in
[http://git.savannah.gnu.org/cgit/groff.git/tree/tmac/mdoc/doc-syms
tmac/mdoc/doc-syms] and
[http://git.savannah.gnu.org/cgit/groff.git/tree/tmac/mdoc/doc-common
tmac/mdoc/doc-common], provide a framework to allow distros to maintain this
data locally.
