Thanks for the report.
Can you confirm that visible output looks the same for both terminals and
typesetters with this input, using both groff and Heirloom Doctools
troff/nroff?
They do appear the same to me.
The differences show up in the reported widths of the diversions, as you
noted. That leads me to wonder if this is even an _eqn_ issue in the first
place; perhaps it lies deeper, in the formatter.
