The explanation makes the intention of the clause clear,
but it (the clause) is still too vague for me to understand.
The word order is also uncommon.
I find this expression better:
the last configured margin character, before the line is output, is
used.
Simplifying "the last ..., before ..., is used" or
"the last ... is used".
