Taking a stab at this.
It does not appear that anyone relies on the silent discard of a newline
immediately after the conditional expression.
I'm inclined to honor but error about it in compatibility mode (following the
"\s36" precedent), and error and ignore otherwise (and document this parsing
difference, of course).
