Regarding .hw in particular, it seems reasonable to me to have it tied to the
hyphenation language.  (This is how it has been documented to work for a long
time, though I haven't tested that aspect of it.)  Then, regardless of whether
the language ultimately ends up being per-environment or not, .hw words tag
along for the ride when the language changes.
