To combat the influence of that change (and effects of other startup files),
I've tried to confine my test cases to characters not given .hcode values in
any startup file.  (Per the last paragraph of the original submission, "รต" is
given no .hcode value in either latin1.tmac or en.tmac.)  If you see any test
cases where a startup file affects the behavior, please point it out.

I hope to respond to the meat of comment #34 soon.
