I think I've said this before in another ticket, but I think the difficulty
you just experienced is an argument in favor of:

1.  merging the "tty-char.tmac" file's fallbacks into "fallback.tmac";
2.  making the ones that change the character count of in the input character
conditional, predicated on a Boolean-valued `tty*use-semantic-fallbacks` or a
similarly named register; and
3.  getting GNU _nroff_ out of the business of loading macro files.
