Okay, first of all, there's no evidence of _mdoc_(7) usage in this
document--only _man_(7) macro calls-so I am retitling this ticket and
reassigning its category.

I can reproduce your results but I still don't understand your complaint.
Here's how the `LL` and `LT` registers are documented.

_groff_man_(7):

Options
     The following groff options set registers (with -r) and strings
     (with -d) recognized and used by the man macro package.  To ensure
     rendering consistent with output device capabilities and reader
     preferences, man pages should never manipulate them.
...
     -rLL=line‐length
              Set line length; the default is 80n on terminals and 6.5i
              on typesetters.

     -rLT=title‐length
              Set the line length for titles.  By default, it is set to
              the line length (see -rLL above).


None of the foregoing implies any guarantee that these register names will be
persistently defined.  An implementation of _man_ could, for example,
recognize them upon initialization, invoke `ll` and `lt` requests using them,
and then delete the registers.

Why do you assume otherwise?
