Data points:

V7 _ms_(7) does in fact put the header line in the same place all other
observed _ms_es do.  I fired up _ed_(1) and, despite some stumbles, managed to
successfully add a third `pp` call to the document.

(Years of practice with _sed_ and _vi_'s _ex_ mode prepared me well.  A
monolingual Emacs partisan would have been boned.)

The weird output I complained of at the end of comment #0 may have been due to
file system corruption on the simulated disk.  When I restarted SIMH, `nroff
-ms footerplac.ms` produced *no* output, and catting the file revealed
truncation with more "consoledmr"-esque garbage at the end.  But things went
okay when I deleted and recreated the file (by pasting into the terminal
window).

So, hooray, a Seventh Edition _fsck_(8) may be in my future.  I've got years
and years of funny little *roff experiments in this emulated RL disk...
