Nothing needed to be done in _groff_ upstream.

This message arises due to a Debian patch that Colin Watson took out.

You can see from the foregoing that Colin did in fact act on the problem,
promptly, two years ago.

However because the patch was to a Debian conffile, it's possible you failed
to update your copy to align with the state of the current package.  Another
possibility is that _dpkg_ lost track of the conffile state.

Closing as invalid.
