Follow-up Comment #17:

That's what I expected, the problem was configure not finding the fonts, not
Foundry.in. The ideal would be if groff.m4 parsed the output of "gs -h" (as
BuildFoundries does), the "static" paths are intended for finding the URW
fonts when ghostscript is not installed (systems can have a separate package
of the URW fonts which can be installed. It looks like Arch linux does have a
separate package for the URW fonts, but only in OTF format, not type 1.

You may have to download the fonts separately, not with pacman, to a directory
and then use the config flag --with-urw-fonts-dir=DIR to let config know where
they are located. One source of the files is:-
