The world has moved on since this ticket was last touched.
As foreshadowed in comment #2, pdfmark is no longer distributed with groff.
The material in pdfmark.pdf that needs to be covered in the gropdf man page is
the topic of bug #66453. That one is newer, but work has been done there, so
I'm closing this one as a duplicate.
