So it looks like what we need to is to zero in on why my
"EXPERIMENTS/67571c.groff" and your "c1.roff" behave differently, because
they're pretty similar.

I'm assuming that my "EXPERIMENTS/67571c.groff" behaves for you as it does for
me, and as you expect.

I'm beating on bug #67711 this evening.  Can you take my
"EXPERIMENTS/67571c.groff" and perturb it in as small increments as possible
until it becomes your "c1.roff", stopping when the behavior suddenly becomes
incorrect?

If you can show me the "last good" and "first bad" steps, that'll help me zero
in on where the parser is losing its mind.
